USB Keyboard does not work at startup

Everytime I boot up into Windows XP, the USB keyboard does not
initialize. However, I can use the keyboard to go into BIOS (I did this
to ensure that USB keyboard and mouse are enabled). However, when XP
boots up, I have to unplug and replug the device for it to work (either
that, or I must go to the hardware manager and click on the USB Human
Interface Devices branch to uninstall the device listed, which has a
yellow exclamation point). I went to the website of the maker of the
keyboard to install the latest drivers, but it seems to not have
helped.
