USB Floppy won't work on Vista-Toshiba laptop Satellite A135

It works FINE on my Emachines desktop XP. Any help would be
appreciated.

Try going into BIOS setup and enabling legacy support for USB devices.

If you are not trying to boot from floppy, that is irrelevant.

There may be a problem with your laptop not giving the floppy drive enough
electricity to work properly.
