USB Flash Memory - No Drive Letter

On our domain's computers, people are unable to use USB
removable media. When a regular Domain User inserts a
USB memory stick it will install the drivers with no
problem but no drive letter will be assigned to it, so it
is inaccessable. When an administrator plugs in the same
USB memory a drive letter is assigned just fine.

Anyone know the solution? I've tried goofing around with
some options in GPOs, like the ones for allowing drivers
to install (which they were doing anyways) but these
haven't helped. As floppy drives are going the way of
the dodo we'd really like to be able to have our users
use USB memory. Any help would be appreciated!

I recently had the same problem. I disconnected some
network drives and the USB memory drive appeared.
