If by "not working" you mean it runs, but will not boot to windows, you may be able to get your
data off using an external enclosure.
If by "not working" you mean it is not recognized in the BIOS, then it will not work in the external
enclosure either.
The answer is yes, but that the results aren't guaranteed. For example, if
the drive has failed electically, a USB enclosure won't magically make it
work.
Will that make it work? Almost certainly not, unless the reason it's
not working is not because of the drive itself, but with something
else within the computer it installed in.
