Im running some scada software on my pc, and i need a dongle to run it. My pc
only has USB and Serial ports , so i got a USB dongle.
Im trying to get the software to startup straight away, but the USB wont
detect the dongle unitl 2 minutes later, is there anyway of changing the
bootup priority, for the serial/ USB drivers. I really need to get this
sorted in a hurry, as ive been on this problem and others for over 2 weeks
now!

You can not. USB loads during the Windows GUI start-up and not before.

just a thought, if thats the case why do usb peripherals work prior to
windows gui ? i.e. keyboard/mouse etc, not a criticism just a genuine point
to ponder

Only if the BIOS is set to support USB Keyboard and Mouse. Otherwise you
can't do anything till the drivers get loaded.
