USB Drive Can Not be stopped with Safely Remove Hardware

I cannot use the Safely Remove Hardware to remove my USB jump drive. It
always worked in the past but lately I keep getting a message saying, "the
removeable device cannot be stopped right know, try again later"? No matter
how many times I try I still get the same message. I tried formatting the
drive but no luck. I know it isn't the drive because I tried it on a couple
of other computers and had no problem. Does anyone have any suggestions.

This usually happens on my system because some program (often a file
manager) is still accessing the drive in some way. Waiting usually resolves
the problem. You might want to try shutting down all running programs one by
one until you find the one that releases the drive.

For USB flash drives you do not have to use Safely Remove Hardware. As
long as the drive is not being written to, you just pull it out. To confirm
this
check the USB drive properties in Device Manager and make sure
Optimize for quick removal is checked in the policies tab. Write operations
to a USB drive will be done immediately after a copy, file save, etc.,
command.
