USB Device Won't Stop

Latitude D600, Windows 2000, 2 USB Ports

Sandisk Cruzer Mini 256 MB

System recognizes flash drive fine; there is no problem
using it. But when the flash drive is in the top USB
port, the device won't stop. It stops just fine in the
bottom port but I prefer the bottom port for the mouse.
When attempting to stop the device, I get the "safe to
remove" dialog box but the drive doesn't stop. Well,
technically, it stops briefly but then starts again. I
know it stopped momentarily by watching the light.

I uninstalled all USB drivers and let the system reinstall
them. I was using a Lexar JumpDrive but returned it for a
couple of reasons. But it stopped just fine in both ports.

Any ideas as to what I can do?

After reinstalling drivers and messing around with the
registry, all with no luck, I decided to return it. The
new one works fine.
