USB Device not recongnizable

When I try to connect my WD passport External 120 g harddrive it gives me an
error that says USB device not recognizable: One of the devices has
malfunctioned and may not work properly please click here to solve the
problem. I just reinstalled windows and all drivers are up to date with USB
and any other piece of hardware. Looked on the support site and I found that
microsoft was having problems with SP 2 and needed to install a hotfix. I had
this file they sent me but its a .dll file named Shell32. There was no
instructions with it and they are not giving me the same info when I try to
resolve anything. I would really like to get this fixed becuase its
frustrating not being able to use 2.0.

System Specs:
ASUS A8N - SLI Deluxe motherboard
Windows xp home SP2 32 bit

Brandon, try rt clicking MyComputer>select Properties>Hardware>Device
Manager>USB Controllers. Expand and look
for USB Enhanced Controller. Then rt click each one and choose
Uninstall. Remove all. Restart and let XP reinstall them.
If Enhanced is there that signifys USB 2.0

Yes I have done this. I started from the bottom of the USB list and
uninstalled all of the hubs in safe mode. Then restarted and still no luck
when I plug this in. I was also told that it could be a power management
problem that windows sometimes shuts devices off and cant turn them back on.
Could this be it? I have done everything from uninstalling hot fixes within
the add/remove programs to modifying the registry from the MS support site,
with no luck.

I really dont know. I cant do anything with it anyway. My computer doesnt
recognize the file associatiion, so I really cant open it or anything along
those lines. It almost seems like it needs to replace another file. There was
a readme from MS stating copywrite but that could be a hoax.
