USB Bluetooth Device

I am running a Linksys USB Bluetooth device and sometimes when I start the
computer the bluetooth icon is red and says that the device is not found,
unplugging it and plugging it in again usually fixes it or restarting the
computer fixes it also.

Motherboard problem?

Motherboard chipset driver issue or USB port power setting in XP Device Manager.
