URLS not opening from Outlook or Browser

Clicking on embedded URLs within email opens a new
browser, but never connects to the servers. This also
occurs on the Internet Explorer browser on other websites
such as pepsi.com I see that most of these are using
Javascripts and I verified that mine is turned on, but
doesn't seem to be working properly. This problem started
about two weeks ago, initially thought the AT&T
accelerator I was using may have caused the problem,
but I have turned that off and the problem still persists.
