url:mailto protocol not in the list

When I click on an hyperlink to send a msg, I get 50 Internet Explorer
windows opening instead. I've seen many posts on the subject but none
answering exactly the following question: How can I add the Url:mailto
Protocol in the associated file type list (It doesn't appear in the list) ?
And what should I write as the appropriate file extension ? I want Outlook
Express to open when I click the hyperlink.
