There are a number of people who cannot access secure websites like that
one. Those are the ones that start with
https://. These are some possible
fixes to try.
1) Delete your Temporary Internet files and cookies.
2) Configure that website and add that page to the Trusted sites zone.
3) Verify that Internet Explorer is using SSL 2.0 and SSL 3.0. In Internet
Explorer, click Tools, click Internet Options, and then click the Advanced
tab. In the Settings box, under Security, click to select SSL 2.0 and SSL
3.0. Then click Ok.
4) Verify Internet Explorer is using 128-bit encryption. To check in
Internet Explorer, click Help and then click About Internet Explorer. The
Cipher Strength value should show 128-bit. If it is anything less than that,
download the Internet Explorer High Encryption Pack. Details here.

I'm able to access URL
https://www65.americanexpress.com/s...st_type=authreg_main&open_home=dashboardbhead
in Win98/IE. However, I get a "The page cannot be
displayed" in XP/IE and XP/Netscape. Is there a security
blocking access?
