Is Upnp (Universal Plug and Play) supported in Windows 2000. If yes, how is
it enabled or does it need to be installed as an add on?

Forget about it !

Microsoft does not ship a version of the UPnP framework for Windows 2000.
There are no plans to do so.

As I know, Windows 2000 doesn't support UPnP.
