I can't upload files to my web site or send attachments
through e-mail. I also have no Windows Task Manager when I
press "ctrl alt del".

We can't tell you why you can't upload to a web site. you need to contact
the admin of that web site.

You task manager might be infected by a worm.

w32.spybot worm disables NAV, Msconfig, Regedit and Task Manager:

Rename regedit.exe to regedit.com then:

Download then Merge the edit on line 251 then delete all the files mentioned

You have no task manager , or you get just a window with no tabs? If no
tabs, double click on the border of the window.

Your mail problem may be due to your security. Check your settings.
