Uploading to remote server and naviagation structure

I'm using FP 2003 and have a frequent recurring problem with the navigation
structure. I create the navigation on the local machine and frequently
change the structure as pages are added or removed. When the uploads are
made to the remote FP server these navigation changes do not show up on the
web site (using IE 6 SP 1). I usually have to edit the nav structure on the
remote machine to show the changes. This happens about 75% of the time, only
rarely do the navigation changes show on the remote server. Any ideas?

I gave it shot, without success. Still doesn't publish the changed
navigation structure. I did check the publish log and it showed the
navigation structures (local <> remote) were merged. However, when I
published to the remote, I wasn't given the option of merging or overwriting
the remote navigation structure...it should defaulted to merge.

Note: You always want to overwrite the navigation structure, never select the merge option.
