Upgrading XP Home-> XP Pro

From my searching on Google it seem that it is possible to upgarde Home to
Pro if the SP level is the same.
However will all the settings and programs be retaned?

You can upgrade Home to Pro regardless of the SP level. And yes
settings and user data are retained, however it is always a good idea to
have a complete backup of the system in case of unexpected data loss.

Yes you can upgrade as long as Pro is at least the same SP level.

All setting and data should remain intact.
Back-up important data just in case.

If you purchase a full retail edition of XP Pro Upgrade or XP Pro Upgrade
Academic Edition, then it will perform an Upgrade of the Home edition without
damaging or loosing any files and settings.

By definition, an "upgrade" (as opposed to a clean installation)
means that all data, programs, settings, etc. are kept intact.

However there are no guarantees that it always works perfectly.
However unlikely, it's always possible that something might go
wrong. For that reason it's prudent to be sure you have a backup
of anything you can't afford to lose before beginning.

Just for the sake of completeness, note that a a Full version
will do the upgrade too (although I don't recommend it because
it's more expensive). Only an OEM version will not.
