Upgrading XP Home to XP Professional

My understanding is that I cannot run IIS with XP Home
Edition. Is this correct. If so, can I upgrate to XP
Professional without losing all of my data / settings /
software / etc. What is the cost?

You are correct. The IIS component is only available with XP Pro.
Simply purchase the "retail, upgrade version" of XP Pro and upgrade
over XP Home. Be sure to select the default "Upgrade" option during
setup, and disable your antivirus program. The cost is $199 U.S.
