Upgrading to 1.1

Are you sure you aren't running Visual Studio .NET 2002? The version of the
..NET is hard-coded into Visual Studio, and by installing a more recent
version it's not going to update the IDE.

Visual Studio .NET 2003 already comes with the .NET Framework 1.1
