Upgrading from win 98 SE

Hello, I am trying to upgrade to XP home. I get the following messag

I have tried disconecting all scaners and such, tried a clean boot all the things Microsoft has posteed for this problem to no avail still get the same message. Does anyone have nay solution to this problem
