Upgrading Domain, which license do I need?

This gets a little complicated, but I'll try to lay it out as best I can. We have a NT4 domain. We have one W2K member server running TS and it is the TS domain licensing server as well. We are splitting the domain into two seperate W2003 AD forests. The W2K server will be a member of one of the forests. There will be no trust between the forests. A couple of users in the other forest will need to access the W2K TS server after the split. Because there will not be a Trust, these users will have a seperate account in the forest where the TS server will be.

1) I read that the TS licensing server in AD has to be a domain controller, is this correct?
2) Do I need to upgrade my TS license to a Enterprise?
3) Can I upgrade or do I need to completely buy a new one?
4) Are the TS client licenses I have now the right ones to have after the move?
5) How can I move them?
6) or what do I need to upgrade them too, etc?

If you know the answers to any of these questions, all help would be appreciated. Depending on the answers to some questions, the others may not be relevent, but I also may have left something out, so any help you can provide would be great.

Yes. W2K TS needs to contact a LS that is running on a Domain
Controller. Since your DCs will run 2003, you will need to install
a TS Licensing Server on one of them. But that is not a problem in
itself, since 2003 LS can handle both W2K and 2003 TS CALs.
2) Do I need to upgrade my TS license to a Enterprise?

I am not 100 % sure about this, but I don't think so. Depends on
your domain/site structure. See further down.
3) Can I upgrade or do I need to completely buy a new one?

Since your LS must be running on a different server than it is
now, you must do a fresh install of it on a 2003 DC, move the TS
CALs and then uninstall the old LS from your W2K TS.
4) Are the TS client licenses I have now the right ones
to have after the move?

Provided that your TS will continue to run on a W2K TS, yes.
Should you upgrade the TS to 2003 as well, then you need new 2003
TS CALs.
5) How can I move them?

Moving isn't really possible. What you have to do is to install
the new LS on a 2003 DC and then phone the Clearinghouse. They
will re-issue your licenses, so that you can install them on your
new LS.
6) or what do I need to upgrade them too, etc?
