Upgrade to Internet Explorer 6.o Service pack 1 will not install

I have tried repeatedly to install Internet Explorer 6.0
Service Pack 1 from Windows updtae at least 10 times. It
never finishes installing. It always says some of the
files are in use. I have shut every thing down and even
tried to install from safe mode. It never takes. I have
downloaded the file at least 5 times and deleted the old
download first every time. I am running ME. I am running
Explorer 5.50.4134.0100 I have 6the Googlr toolbar, The
Yahoo toolbar, and I.E. New Window Waximizer from JII
Soft. I have tried uninstalling Maximizer but nothing else.
