Updating Outlook 2000 Junk Mail filter

Hello,
I am running Outlook 2000 on Win98 and am having problems with junk mail.
I have checked out the content of the filters.txt file and it is too old and
misses many keywords.
I updated Outollok to SP3.
After a restart there appears to be no difference.
Are there any compatability issues here with Win98 and outlook2000 with SP3?
Can I just edit the filters.txt file and add new keyword?
