why would the windows update site look different on 2 xp pro machines? i
see the one say v5 in the address bar where the other says v4. i assume its
a different update version but i don't know where the setting comes from.

You are correct. V4 is an older update engine. V5 was recently released.
You can obtain V5 by placing a 5 in place of the 4 in the URL at the windows
update site. Then agree to any prompts that arise and you will receive V5.
