Update to the Name Manager

Hi everyone,

Here's to announce that the Name Manager (by Charles Williams, Matthew
Henson and myself) has been updated to version 3.1.

Anyone using an older copy is strongly advised to update to this
version, since a few bugs in the "Localising" routines have been fixed.

New feature: the ability to edit names that refer to large numbers of
discontinuous areas of cells.
