ermm new problem
basically whenever windows startups up i get a message
update.exe
this component failed to load as System.dll could not be found

this was after my antivirus quarentined an infected system.dll file
any ideas?

a few seconds

Not really. If you can't clean off the virus, you need to rebuild the system.

Boot into Safe Mode and see if you can run msconfig from there.
