Update error (0x800A138F)

I'm a computer tech for a school district and I have an
odd thing happening with XP machines; some are able to
access Windows Update fine, and with others I get an
error: (0x800A13F). I've tried the fixes listed at the
Microsoft site - disabeling anti-virus, checking the
language and time, I don't think it's the firewall
because some are able to update. Any other ideas to try?
