Unwanted toolbars pop-up

Hi!

Once in a while when opening Excel-files some toolbars
pop-up automaticly. Typically the toolbar that goes to
visible state is "Reviewing".

Is it so that visibility settings for certain toolbars
can be saved within the file or its template?

If I close the file and the program, re-open the program
and start with blank workbook, the unwanted toolbar is
still there...

Is there any way to prevent this?

It seems to be so that it is quite difficult to develope brand-new problems
without solutions... ;-)
