I am running xp home sp2, mcafee up to date, and windows defender up to date.
defender says computer running normally. There is a program that mimics
security center, says "your computer is infected"! it has a pop up balloon
that says its part of security center but is not! mcafee and defender do not
detect this yet at least. this unwanted program attacks the registry and
locks multiple system components inc. task manager and also many features in
internet explorer. this is the first for me being stumped! If anybody has any
ideas please email me at (e-mail address removed)

You've got malware. You might see

Also note that a good group for issues such as this is
microsoft.public.security.homeusers. I'm crossposting my reply there.

Perhaps this is the WinFixer or some variant of it?

Try this free online scan: http://safety.live.com/ (use IE) It'll not only
scan for malware, but will clean your registry, empty your temp files, defrag
your hard drive and a few other things.
