I had this same problem when trying to download & install Netscape 8.0. I
emptied the temp folder in Internet Explorer to free up some resources. Then
ran the .exe program from the RUN command on the Startup menu, and it worked.
Give it a try.

copy the lines I posted to notepad and save it as fixexe.reg you'll need to
rename the files extension from txt to .reg then double click the reg file
and it'll import to the registry.

Also I'm assuming the file you're trying to run isn't corrupt.

I have had trouble with the "Not a Win32 application." Just recently. I was
trouble shooting for some time before I tried what I'm going to explain. It
worked for me, and didn't involve editing anything. Mind you, this only works
if you have a RW drive (or combo drive). There's a program that a lot of the
MRW formats use called InCD that, for whatever reason, causes problems
reading and recognizing Win32 files. If you think this may be the case do as
follows :

Click Start / Run / type in msconfig

--> In msconfig, click the "services" tab. Scroll down to the InCD
components [there should be 1 or 2 mine were InCD Helper and InCD
Helper(read-only)] remove the check box from those items.
Click OK on the MSConfig dialog box, it will prompt you to restart your
computer. Do so. Your computer will restart, but it WILL NOT load the InCD
components. After you install your program, you go back into MSConfig and on
the first tab, click "Normal Startup" and reboot your computer. Hopefully
this solves your problem.
