Unususal behaviour of scroll bars

From time to time my screen goes crazy. In whatever program I am in, the
scroll bars start to wildly go up and down and programs freeze. When I
Ctrl. Alt Dlt and try to choose "shut down" the selections go wildly up and
down and will not allow me to choose shut down; when trying to click it
always seems to jump to "hibernate." I end up having to hard boot the
computer.
This happens on all the computers that I work on, which all have updatred
virus protection, are all XP professional or windows 2000 and all have a
firewall.
Its almost like someone is trying to annoy me be taking control of the
computer, but may be a display problem (It even does it when I chose a low
resolution and turn off the performance features. All the computers I work
on are fairly up to date as far as processors amd RAM are concerned and all
have updated software. (4 computers in all)
I wonder whether it could be some hidden file / virus I have that cannot be
traced by Norton.
Has anyone come up against this problem and have you solved it?
