Unusual start-up

On occasion, not too often, fortunately, on startup, XP will boot as far
as all of the Desktop Icons, but then not proceed to load the programs
it's supposed to. Pointer can be moved but clicking on icons doesn't
do anything. Ctrl-Alt-Del does nothing. Only way out is to cycle power,
and then I boot to "Last remembered good system"....Always comes on
fine, and when I do chkdsk/r to see if anything needed fixing, it goes
all the way, correcting nothing. Should I just be glad it only happens
now and then, or is there something positive to do? System doesn't need
defrag or clean-up, and is virus-free.

There may be a problem with an impromper system shutdown.
