unsendable e-mail

they gave me a diagnosis of "failed servors" and a fix for it . bu
requires I check "properties" under "e-mail" under "accounts" . bu
all of this is supposed to be under "tools" . I cant find a "tools
that has an "accounts" option....???????
 
Outlook Express: Tools/accounts/mail - highlight your e-mail account -
then click properties!
