Unprotected section in Form - formatting features unavailable

I created a one page form in a 4 page Word template and made it its own section,
I then applied form protection only to that section (it's section 1). Even
though section 2 is not protected numerous formating features are not available,
i.e. page setup; style modification; edit header/footer; insert cross
references or comments; Track Changes; and lots more. I can't even create a
landscape section.

I've searched Microsoft's Knowledge Base site and could not find any info for
this issue.

Am I doing something wrong? Is there a 'fix' for this? I've spent hours trying
to troubleshoot this.

When you protect any portion of a document for forms, you lose about half
the functionality of Word in the entire document. You may find that a
UserForm will suit your purposes better than a protected form.

What is a UserForm? The template that I'm trying to create has fields that the
user needs to fill out and other fields that, per our legal dept, cannot be
altered. This restriction only applies to the first page - after that the user
needs all the functionality of Word.

But this solution would not be useful for you if the first section must be
protected. Note, however, that forms protection is easily defeated merely by
inserting the form into a fresh document.

I ended up selecting the text that we needed to protect from being
changed (address, license #) and doing a paste/special as a picture. I
know the object can still be deleted by an end user but cannot be
modified. Legal dept has approved it.
