unknown handler

How do I stop the "Unknown Handler" box coming up?

It says:

Unknown Handler
Unable to find an application to hand the protcol
"http" of the hyperlink you selected.

Please type in the path of the application to handle
this URL or click the Browse button.

Close any instances of those programs and IE as well.

Start/run regsvr32 urlmon.dll

Then go to the control panel/internet options/connections tab, click the
button to reset all web settings. Then restart the programs and see if the
