Unknown folder

I've noticed that I have a folder on drive C that has
strange characters that I can't read (probably other
language).
When I try to enter the folder I get an disk read error.

I tried to run several ScanDisks, inside windows and on
restart (when scandisk loads before windows).
I tried to run Norton Disk Doctor from my Norton
SystemWorks but it can't find any problem.
When I try to delete the folder I also get an error.

How can I remove this folder?
 
First check the contants of the folder, ensure they are
no value, then if this folder is directly on the C Drive,
go to your Command propmt under accessories, type CD\
enter, look for that folder in the list by typing the
command DIR/P the P equals pause enabling you to see the
list in smaller parts, if you see this folder and have
determined it is safe to delete, then use the following
commands:

Type "erase" (no quotes" a space and the name of the
folder, hit enter, you will recieve a message to delete,
yes or no.
 
The problem is that I can't access this folder not by
windows and not by command prompt.
I don't know what is this folder and I don't know what
inside.
