Unknown error

I have a VB.NET app that has no errors other than the one below.

Resource transformation for file 'frmAppendData' failed. Could not
load type System.Publicization.CultureInfo from assembly mscorlib,
Version = 1.0.5000.0, Culture=neutral, PublicKeyToken=b77a5c561934e089.

Can anyone help me with this error?

I resolved the issue by deleting all the .resx files outside of Visual
Studio. Opened the project up again and rebuilt it. The errors are
now gone. I would still be interested in knowing why this happened.
