My son has an unkillable process that in combination with the system process is using 100% of the cpu. taskmgr can't kill it, and since I can't stop it from running, I can't remove it. Is there a command similar to UNIX unlink that will remove the file, or is there another way to stop it?

Right click on the process in the Windows Task Manager and choose Set Priority. Set it to low priority. That should help you work around it.
