Provided it was a retail copy of XP - not one of the OEM ones, sold with
some hardware and marked 'for supply only with a new computer' or
similar words. OEM ones are licensed solely to the machine where first
installed, and may not be transferred.

For a retail one, just remove from machine 1 (eg format the disk) and
install one the new one. When it comes to activation, you may find it
will go through on the net anyway - if more than 120 days since you last
did it certainly will. If not, you will have to phone a toll-free
number that will be given, to explain and swap one long number for
another to check back as you type it in

If it's a retail version of XP, yes. But if it's an OEM version
(for example, if it came pre-installed on the PC), no. The
license for OEM versions ties it permanently to the first
computer it's installed on.
