Uninstalling program that is not on the Add/Remove List of Program

I am trying to remover all Norton Anti-virus programs from my computer in
order to install new software. However there are no NORTON programs listed
on my Add/Remove programs in the control panel. I have tried to remove the
files by going into Program files, however the computer will not allow me to
do this and the new program will not be dowloaded until this is done!

How do I completely untinstall the programs when it no longer appears on the
Add/Remove list?
