uninstalled program files .....

While scanning with Avast, I was watching the list of files being scanned. I
noticed that many files from programs I uninstalled ages ago, were still
being scanned.
Why are these files still on my system?
Are they needed?
If not ...... is it safe to delete them?
What is the best way to delete them?
Thanks for any and all info ....

Because you never deleted them.
