Uninstall Vista to XP, but no Windows.old folder?

I posted an earlier question, I thought it fixed the problem. Carey Frisch
sent me this link:
How to restore a computer to a previous Windows installation after you
install Windows Vista

http://support.microsoft.com/kb/9727522/en-us

The problem: I don't have a windows.old folder. The first step is to find
your windows.old folder. I checked my sister's laptop and she also had
windows.old under C drive. I don't have DocumentsandSettings.old. All my
files just mixed in with Vista.

So how do I uninstall Vista back to XP without using the Windows.old folder?

If you did an upgrade from XP to Vista, then you will not have the
windows.old folder. The only way to get back to XP would be a complete
clean install of XP, by booting with the XP cd, deleting creating and
formatting the partition. Save all of your data to external media first.
