Uninstaall Cleanup tool Net Framework

Have downloaded subject clean up tools. Have tried all of them but the tool
will not run. I have disabled my AV. Any help would be dearly appreciated.

Upgrade failed to install. Download icon remains in taskbar. MS help
directed me to run this cleanup tool. Thank you for your response.
