Unexplained file on desktop after exiting the Internet

Frequently when I exit the Internet a squiggly line (~)
and an icon appear in the top left hand side of the
desktop. When I click on properties it says its original
location is C:\Documents and Settings\Owner\Desktop,
Type: File, Size: 188kb. How do I stop this from
appearing?
 
This happens when you make a change and/or view the Address Book. You can
either rename it with a .dbx extension or delete it. It came about from
the updates numbered: 331923 and 330994. MS is aware of the issue and are
currently working on the fix.
 
Right click>>Rename or Delete

If you right-click with your mouse on the icon, there should be a menu with
"Delete" as one choice. Click on Delete.
