Understanding : Start...All Programs

i'm trying to understand how Windows XP deals with the All Programs on
the Start menu. I can see the programs listed using Explorer in
directories for All Users and for my own name. I don't understand
where the Start/All Programs keeps its own ordered list? Also, I
have many programs and when I go to Start/All Programs, my computer
tends to really slow down, with the cursor jumping around trying to
catch up.
Since I'm the only one using the computer, couldn't I move all
programs under my name to All Users? Would this speed things up?

I've tried to research al this on the web and within groups, but can't
fimd an explanation on how WinXP deals with this.
Any information or advice or informative links would be most welcome.

Right click on start. Go to "open all users". Open the program folder.
Create a few new folders such as "Utility", "Applications", Video Programs",
"Audio Programs" - anything you would like. Then drag all of the programs
you consider to be Utility type programs into the Utility folder. Continue
with the others till you have only a few folders left. Use your imagination.

Now, right click Start. Chose "Open", which is your personal account folder.
Do the same thing here.

I have many dozens of programs installed on my computer and they are all
nested within 5 folders that I have created. I click on start/All Programs
and I see a total of 7 folders, including the default Windows folders.
