Underline trailing spaces not staying on

How do I turn my Underline trailing spaces on permenantly without it
reverting back with each new document, please? Word 2003, Win XP
professional. Thank you.
 
After selecting the desired Compatibility Options, click Default... Note
that this will apply only to *new* documents and only to those based on the
template in effect when you made the selections.
