uncontrollable popups

Whenever i open IE, or any other window, there is a
toolbar below the address bar belonging to a search engine
website (portalsearch.com). I can not remove this toolbar
as it has been locked, even when all the other toolbars
are not locked. Because of this permanent toolbar, i am
bombarded with popups constantly, both porn and non-porn
whenever i am connected to the internet, even when IE is
not open. I have scanned my entire computer with up-to-
date Norton Antivirus yet no virus was detected. My
homepage is constantly reset, and icons to different sites
appear on my desktop. Does anybody know how to remove
toolbars of this kind and stop these popups?

First, remove the Toolbars using Toolbarcop:

Then, scan the system with Ad-Aware and eliminate the parasites.
