Unblocking Start-Up Program

How do I un-block a program that is being blocked from starting when I
bootup my pc? I've looked everywhere. I also set it to run as an
administrator but still being blocked.

Have you clicked on unblock in the notification area?

That's the reasons that it's being blocked - because you've set it to run as
administrator. Try starting it without that.

I removed "Run As Administrator" but still being blocked when starting up.
