Unattended Install

I'm wanting to make an Unattended Installation that will create 2 partitions
1 named system that is 10 Gigs and 2nd named Data with the rest on the hard
drive space. On the Data partition I will have folders that will have
premissions set. I also need to set up user names and passwords and then into
groups, and also set up Local Security Policy's . Can this all be done in
the Windows Setup Manager or somewhere else?

If the target has no OS or you are deleting it by deleting old/creating new
partitions how do expect it to run remotely? There aren't any network
drivers installed to remotely connect are there?
