Unattended Install Asks For CD...Sometimes

I'm working on a Windows XP Pro unattended install process that is
giving me fits. My process starts with a Win95DOS boot disk,
partitions and formats (FAT32) the HD, xcopies the distribution tree
to c:\i386 and launches winnt.exe with c:\unattend.txt. Sometimes all
goes fine but most times text mode setup stops after the F6 prompt and
just before the beginning of the GUI setup phase and prompts "Install
the CD labeled Windows XP Professional CD-ROM". I have not been able
to get the process to resume no matter what CD is inserted. A CD
shouldn't be needed anyway since all the files are on the HD at that
point. If files are missing, why does the process work OK
_occasionally_!? This is hapenning with stock IBM PCs.
