Unable to use windows update feature

Hi all,

Suggestions welcome:

1.Cannot use the update Windows feature. Error message
is: "Your current settings prohibit running Active X
controls on this page. As a result,the page may not
display properly."

2. I cannot update my Internet Explorer 6.0 to Internet
Explorer 6 SP1. When I attempt to install the download I
get the following error message. "The software You Are
Installing Has Not Passed Windows Logo Testing..."

I tried the recommended workaround by uninstalling
Windows XP Hotfix KB823559 but I continued to receive the
same error message. Also I was unable to reinstall
Windows XP Hotfix KB823559 because I cannot get a Windows
update connection.
